A Message from the Superintendent

At the heart of every strong school community are its people.
Students, educators, families, and community members each bring unique strengths, perspectives, and experiences that shape who we are and who we can become. When those voices come together around a shared purpose, extraordinary things are possible. That belief drives the work in Schuylkill Valley and defines the path forward.
A people-focused, purpose-driven approach means building trust, developing others, and ensuring that every decision is centered on what matters most, our learners. It means creating conditions where educators feel supported, students feel challenged and valued, and families feel connected and engaged. It also means working together intentionally, aligning our efforts, and recognizing that collective commitment leads to collective success.
In Schuylkill Valley, that work will be grounded in strong relationships, high expectations, and a shared vision for the future. Together, we will build on the district’s strong foundation, elevate Panther pride, and create a school community where every learner is supported to grow, achieve, and thrive.

About the Superintendent

Dr. Denis P. Quirk joined the Schuylkill Valley School District in June of 2026 as Superintendent of Schools and is proud to be a Panther!
Prior to Schuylkill Valley School District, Dr. Quirk served as Assistant Superintendent at the Tulpehocken Area School District. He also served as a Junior-Senior High School Principal in Tulpehocken and as a Middle School Principal in the Conestoga Valley School District. Dr. Quirk began his career as a Physics and Earth and Space Science teacher at Conestoga Valley High School, where he also coached and built meaningful connections with students beyond the classroom.
Dr. Quirk brings nearly two decades of experience as a teacher and administrator. He believes the strength of any organization lies in its people, and that schools are strongest when educators, students, families, and the community come together around a shared purpose. He believes the most important work of a school system is learning, and that collective effort creates the greatest opportunities for students. Grounded in this people-focused, purpose-driven belief, Dr. Quirk strives to unify the Schuylkill Valley community, build trust across all stakeholders, and elevate Panther pride while advancing a culture of excellence where every learner can thrive.
About the Assistant Superintendent

Dr. Patrick T. Winters joined the Schuylkill Valley School District in July of 2024 as the Chief Education & Operations Officer. He has been serving the district as the Assistant Superintendent since July of 2025. Dr. Winters is proud to be a Panther!
Prior to Schuylkill Valley School District, Dr. Winters spent seven years in Berks County as a senior district-level administrator serving as Assistant Superintendent at the Exeter Township School District and then as Superintendent of the Twin Valley School District. He also has ten years of experience in Lancaster County as a building and district level administrator in the Eastern Lancaster County School District. Dr. Winters has over 25 years of experience as a teacher and administrator over the course of a career that spans time in both North Carolina and Pennsylvania.

Superintendent Evaluation Criteria
Each year, the Annual Performance Assessment of the Superintendent is conducted in accordance with the PA School Code using the following objective performance standards:
